As all resources are finite and their use impacts the environment, it is important to define an action strategy that ensures available resources are used efficiently. To define an appropriate strategy, it is first necessary to perform an energy and environmental diagnosis, complemented by a sensitivity analysis regarding probable scenarios, namely:

a) to identify the energy matrix (characterize primary energy consumption, final energy and CO2 emissions associated with such consumption);

b) to identify interventions that can reduce the analysed consumption;

c) to create scenarios of consumption evolution, considering perspectives of population and economic development, and different degrees of implementation regarding the measures identified in b) and analysis of costs and benefits associated with each scenario.

Once the energy diagnosis has been performed, an energy strategy can be established, identifying opportunities. Properly reported, these steps create the conditions for the strategy to be defined and assumed by the competent policy makers.

The Energy Plan is defined and implemented based on this vision of the strategy for energy and environmental management at local level, and compiles all measures identified and quantified by strategy implementation for a given time.

Energy Matrix

Characterizes territory by energy (water and materials at a later stage) in order to make it possible to diagnose the territory condition and identify any needs.

Energy Strategy

Identifies opportunities and partners. Certainly, it will be addressed aspects such as strategies for promoting energy efficiency, renewable energy sources and the diffusion of new energy technologies.

Energy Plan

Implements the defined strategy and materializes the measures identified as necessary for a given time period.

The projects developed by AdEPorto intend to add value to the actions planned by municipalities and all other entities that operate in the territory, from the point of view of energy and environmental performance, to the benefit of citizens.

In addition to the diagnosis, strategy and plan, other guidelines can be developed, namely guides on reference terms and specific energy efficiency procedures for urban rehabilitation, aimed at existing social housing, and public buildings including schools, swimming pools and pavilions; thermal performance licensing and certification for buildings in accordance with current regulations; and energy audits and indoor air quality of public buildings, that allows to identify measures to implement at different levels: construction, mechanical systems, management, etc.

AdEPorto works in collaboration with other agencies at national and European level, with the aim to exchanging experience and information.

The objectives associated with national and European benchmarking focus on sharing information and experiences, as well as sharing the results of successful projects, upon presentation of the balance of activities and projects carried out by AdEPorto.

Add value, from the point of view of energy and environmental performance, to the actions planned by municipalities or by other entities acting on their behalf, and by other Associates.
